Chairman. I do not believe that the amendment offered by the gentleman from Illinois ought to prevail. It says. "that at any time after imposing judgment or passing sentence " the court can recommend against deportation. The bill as framed says at the time of intposing judgment or passing sentence the judge. if he makes a recommendation to the Secretary of Labor that the man should not be deported. he will not be. As has been urged here by the gentleman from Georgia [Mr. HowAri]. at the time the sentence is imposed by the judge or at the time he passes sentence upon the prisoner all the facts in the case are clear in his mind.
