Mr. Chairman. I want to say. in reference to the editorial read by the gentleman from New York from the Washington Post opposing the illiteracy test. that about 8 or 10 years ago Congress authorized the creation of a commission composed of nine members to investigate tie immigration question. The Member from New York was on that commission. along with eight other very able and distinguished Members of both Houses of Congress and private citizens. They spent four years investigating and traveing over foreign lands from which we are receiving Immigration. They spent in round numbers about a million doliars. and the testimony. reports. and so forth. cover 42 volumes. That commission. by a vote of s to 1. the gentleman from New York being the exception. recommended this identical legislation. the literacy test. in order to keep out undesirable immigrants. That is my answer to the editorial quoted from the Washington Post by the gentleman from New York .
