If at the expiration of three years these men have not assimilated enough of American institutions to want to become American citizens. it seems to me that there is no place for them here. They ought to return to the countries from which they came. and it seems to me right and proper that we should ask them to take upon themselves the responsibility of American citizenship if they are to receive its benefits and its opportunities. We do not want to force citizenship upon them. but if they remain here in this country they ought to have obtained sufficient interest in our institutions to ask for the privileges and responsibilities of citizenship. I trust it will be made one of the provisions of our immigration law.
