I believe. that the immigrant who arrives here desires is to have some one who is acquainted with our institutions and knows our form of procedure to be present and advise him. It is for that reason that I have offered the amendment. and I have taken particular pains. therefore. to insert the provision that the immigrant should have a friend or relative. because such a person is deeply interested in his welfare.
