I ask unanimous consent .to conclude the debate. Perhaps .the gentleman from New York ornd I can reach an agreement on the matter. I think it is fully provided for as it is. but at the same time I have no objection to allowing a statement to be made. showing that atthe time of the embarkation the condition of the immigrant -was such as it was. but that during the passage something of that kind. whatever it was. developed. But certainly he ought to be required to state the condition of the alien at the time of his embarkation. I am willing that it should be modified so that if there is a change of condition it can be noted at the time of landing.
