Section 11 of the passenger act of 1882 requires the collector of customs of the collection district within which a vessel comes to direct an inspector or other officer of the customs to make an examination of the vessel and to admeasure the compartments or spaces occupied by the immigrant passengers. or passengers other than cabin passengers during the voyage. and so forth.
