Mr. Chairman. the -gentleman from California has stated correctly the fact that :the.committee had before us the Commissioner General of Immigration and the law oflicer of that bureau in preparing this clause. and we impressed upon them all the time that there was nodesire to deviate in the least from the gentlemans agreement that had been made between this country and Japan. They agreed that this clause did not do so. However much as an original proposition I might.have dissented from it. having made it. I believe that it should be scrupulously kept as long as Japan keeps .it. and therefore we provided thatpersons who can not become eligible. under existing law. to become citizens of the United States by naturalizatlon. unless otherwise provided for by existing.agreements as to passports. or by existing treaties. conventions. or agreements. or by treatles. .conventions. or agreements that may hereafter be entered Into- . should .be -ecluded.
