That whenever the President shall be satisfied lhat passports issued by any foreign (overmnent to its citizens to go to any country other than the United States or to iny insular possession of the United States .or to the Canal Zone are being used for the purpose of enabling the holders to conic to the continenlal territory of [ie United States to the detriment of labor conditions therein. the Piesid(:t may refuse to permit such citizens of the country issuing such passports to enter the continental territory of the United States from such other country or from such Insular possessions or from the Canal Zone. And immediately upon the adoption of that law the President of the United States issued his proclamation. which is still in force. keeping out Japanese laborers who come to this country in any way except direct from Japan. The gentlenmns agreement that was entered into was this. that as we did not want the Japanese coolies. and as the Japanese did not want their coolies to come here. they would keep their people out by refusing to issue to them passports to come direct to the United States. And I want to say that the Japanese Government has stood grandly and loyally by its agreement. Here are the figures: In the fiscal year 1907. which was nearly closed when that law passed. there were 30.824 Japanese who came into this counfry.
