I think the amendment should be defeated. Much has been said in regard to those who are thu victims of religious persecution and are seeking an asylum of liberty in this country. With reference to such persons we are not only liberal but generous in the bill. as they are exempt from the literacy test. I am glad this exemption is contained In the bill. for it removes. as it seems to me. all reasonable objections to it. I know it will be said that there are many who have never had any opportunity for an education who would make good citizens and wish to come to this country. but it should be remembered that the test required is slight.
