Occasionally articles have appeared in the press and in the magazines to the effect that the percentage of aliens who become naturalized today Is much smaller than the percentage of aliens who took out their final papers 25 years ago. In answer thereto I wish to make this statement: Up to 1907 our naturalization lfaws were not as strict as they are today. and it was a mighty easy thing to naturalize those who came to the United States In the eighties and In the nineties. They were not obliged to go through the teststo which an immigrant is subjected today. No man can now become a citizen of the United States through naturalization unless he goes through a very strict examination. He must know how to read and he must know how to write. not only his own language but our language. before the courts of te various States will issue to him the final certificate which is his evidence that he has become a citizen of the United States.
