Mr. Chairman. the argument of the gentleman from Iowa is that of one who does not believe in restriction of immigration. It is the argument of one who simply wants to have better preparation for the immigrant and nothing else. One of the purposes of this bill. one of the main purposes. is to do Just what the adoption of that amendment would thwart. and that Is to reduce the number of people coming here from the countries where illiteracy abounds.. The necessity for restriction is very aptly stated in an editorial which appeared. in the Washington Times of yesterday. which I will read:
