When I was with the Immigration Commission over there I saw in southern Italy fiftyodd per cent of the adults illiterate. and in northern Italy there were less than 7 to 8 per cent who -were illiterate. and I asked the colimnissioner of immigration why it was that there was that -much difference between the Prothey had the same King and tile same Parliament and the same compulsory educationand he said it is the difference between the white man and the man of mixed blood. that the man of northern Italy nhad more initiative and more ambition and more aspiration. Another thing I desire to call the attention of this committee to. and that Is -the good that this agitation has been doing on the other side.
