And while we have felt it wasnecessary in the interest of the country to strengthen the immigration law. we have all earnestly desired to exempt. as far as possible. from its operation the Jews of certain countries in Europe who come to the United States because of religious persecution. a barbarous thing that was inexcusable even in the Dark Ages. They have made good citizens. . It has been my good fortune to have personal. intimate. social. and business relations with thenm during the whole of my manhood.
