You should treat him without prejudice. without bigotry. without repudiating a fundamental principle which in centuries of evolution has become a part of the ofganized system of the jurisprudence of every civilized country. Under this provision every blackmailer will be able to exclude an immigrant by filing a charge against him. Do you expect a helpless immigrant to refute a charge and convince a board of special inquiry consisting of a jury of laymen that he is innocent?
