Windsor is really a suburb of Detroit. The same condition exists in many other places. I have no doubt that is what the committee intended to take care of. and I believe they do take care of it with this provision about a "temporary stay." I do not think the provision is a dangerous one. because a few lines later in this bill the Commissioner General of Immigration is given power to adopt rules which will prescribe conditions to prevent the abuse of the headtax exceptions. Therefore I do not agree with the gentleman from New York . However. when I found that the gentleman from Alabama seemed inclined to accept this amendment.
