I want to call the attention of the gentleman froni Texas to the fact that what I am offering is thevery language tht the committee which revised the law in 1903 thought was proper. It is the language that the members of the committee in 1907. including the gentleman from Alabama and the gentleman from California . thought proper to insert. believing it would do good. and no harm. It is also in line with the policy of this Congress. as shown in 1909. when in one of the appropriation bills they wiped out the immigration fund and provided that the money should be paid into the Treasury. i Mr. BURNETT. As I understand. then. there are some fines that do not go under that provision. and under this bill the Department of Labor can use them for the payment of rewards?
