Mr. Chairman. I favor this amendmient and will favor any amendment. pretty nearly. that will restrict immigration. I state frankly I vote for this increase not as a revenue measure. but I will be glad to vote for it even if it should decrease reverues if at the same time it decreased imlnigration. I get many protests against the literacy test. With many of them I entirely agree. I recognize that it is not a fair or ideal test. It admits many whom we would like to keep out and excludes many whoml we would like to let in. But this is the only bill which can pass and which the majority will allow to come before us. and I vote for it now. not because it is the bill I would like. but because it does restrict and lessen iniigration.
