It is provided in section 1: That this act shall be enforced in the Philippine Islands by officers of the Genera! Government thereof designated by appropriate legislation of said Government. It is provided in section 6 of the Philippine act: That the immigration laws of the United States In force in the Philippine Islands shall be administered by officers of the General Government thereof designated by appropriate legislation of said Government. Now. this specifically says that the bill shall be enforced in accordance with the provisions of the act. so far as the Philippine Islands are concerned. Two years ago we put in at the end of the bill. in the repealing section. a provision excepting section 6 of tile Philippine act from repeal. but when we came to the inatrons and surgeons on board ship. in section 11. which the gentleman has recently been reading from. we lnade an exception to the exception.
