I believe. frankly stated. that a mere ability to read 30 words is not a real and conclusive test. I would not for a minute say that it is. but I do believe that those who can not read 30 words and who have not energy enough to learn to read 30 words are not desirable. and I do believe that those anywhere in Europe who can not now read the 30 words but who have energy to learn to read have more promise for our citizenship when they come than the one who can not do it. and for that reason I will vote for the literacy test. believing it is a suggestion of the ability to be a more useful citizen because of ability and energy to learn. The literacy test will probably start many evening schools to relieve the limitation provided by this law. Against that class of foreign individuals this literacy test will not be final.
