Chairman. I feel somewhat confused. as this is the first time I have attempted to address any remarks to the House. but as I come from a State :ilnld district hrgely industrial. I feel I should make my position clearly known on the pending immigration bill. I tlmught when I came to Washington it would be my first duty to listen to tile words of wiS doni whicl fall from the lips of the older Mfembers. and we who are serving our first tern) should see and be seen. should "stop. look. and listen" before nidertaking to make a specch on the floor of this House. but I have. after observation and experience. come to the conclusion about enelhlf of the speeches made in this House are not made witlh tle expectation of influencing the final vote on a bill. but tile speeches are made for the people at home. having for their purpose tile intention of convincing the (lear people at home their Representative is making good in Washi ngton. I lve the honor to represent in this House t district in West Virginia that produces almost onehalf of the coal produced in that State. and. as you are aware.
