Let me quote to you from the committees report on this subject. which says: In 1913. on the .question ot passing the hill over the veto. out of a possible 476 votes in both branches. only 131 were cast against passing -the bill -over the veto. 57 "not voting." and 2 "present:" There was not a single vote against passing the bill over the veto from 1 States. namely. Alabama.
