I take it that there is no opposition to the admirable adminiistrative provisions contained in the bill and 1none to the sections excluding those that are morally. mentally. and physically unlilit. The controversy therefore hinges upon the literacy test. I believe that we. as representatives of the people. should lIe eternally on guard and be ready and willing to remedy aiiy cause that in our judgment might endanger or menace lie American Republic. aiything that would have a tendency to sap its vitality. its strength. its power. its glory. or to correct any conditions that may arise to disturb aiid injure our moral. economic. social. and political stat us. It is true thht this bill does not in any way affect tile millions of foreigners now ii our midst. nor does it interfere wvith the great opportunities this land of freedom and liberty affords them.
