There never was a referendum upon this proposition. Why. this matter has not even been submitted to the union meetings. Under date of February 10. 1916. the secretary of the American Federation of Labor sent a circular letter to the local secretaries urging them to write letters to Senators and Congressmen urging them to vote for the Burnett immigration bill. Let me quote to you a paragraph from that letter : Do not wait for your union meeting. but secure as many letters as is possible from Individual members and other citizens to your two Senators and your Congressman. Urge your two Senators and Congressman to vote for the Burnett immigration bill. and when the bill. Is passed to vote to pass it over the Presidents veto. if he should again veto It.
