Suppose we .should be excluded from trading with China by Japan. Is any Senator prepared to say we would always be upon terms of friendliness an(1 peace with Japan if that should take place? It has been stated here upon the floor of the Senate by the Senator from Arkansas. if I understood his remarks. that if we ilisist upon tie Monroe doctrine il this country. if we insist upon excluding Japanese from the Pacific coast it is certain that Japan \will insist upon excluding us from time Orient. thereby setting up their own Asiatic Monroe doctrine. It seems to tile if those things are done it might introduce a slight element of discord into the happy family of nations. These remark~s of line are. of course. not in the nature of prophesying evil or prophesying trouble. but simply to empiasize my notion that it is one thing! for individuals vlio owe allegiance to their own sovereignties to be friendly with each other when they meet upon summer trips -Ind when they mingle o1 their foreign trips. blt it is entirely a different proposition as to whether the nations to which they belong and whose policies are not always controlled by the individual citizens are always to be friendly to each other.
