We have gone into that country to establish our civilization and to introduce our people there. and. on tile other hand. we have said to them. " Your people call not come to California. they can not come to our country. they can not attend our schools. they can not do anyliung which the citizens of the other enlightened nations of the earth cain do." Those people are not going to sul)mit to that anlomaly. We can justify the proposition when we say. "Your civilization is different from ours. we (o not bottom our objection on any proposition of superiority. but we call not maintain Ioth civilizations oil this continent." Then they have at right to say. " You call not maintain both of them in Asia. either . if youl have got a right to come to Asia. it will. not be long until you begin to boast there the superiority of your race over ours. �anld yon will be taunting us because we can not come up to your socalled standards and ideals". and yet when one of them puts his foot on our shores. u1 matter how enlightened he miay be. no nmtter how industrious lie may be. lie has to carry some veight of race discrimination. I thoroughly approve of a l)roposition that will il a respectful way make known to those Asiatic nations the fact that our people can not maintain our civilization here and theirs also. and that it is better for all of is to have an understanding on that subject. and let us get out of their territory alld ask them to let us rn our own. That is a bargain that seems fair on its face. You can mlaitain that. but you call not maintain the other. and those who now undertake to maintain by their votes American control over the Plhilippine Islands have no right to appeal to American citizens to pledge every life aInd every dollar we have to maintain a policy of forcible exclusion from our borders of those Asiatic races. We have just simply got to have a policy that is consistent with itself. It is not a question of discriminating against races o1 account of their supposed inability to understand our standards.
