Mr. -Chairman. -I want to voice the thought conveyed by my colleague from California on!lthe question of alien ownership -of this !mineral -contdined in -the land. pacticdlaeqy -as to .the leasing. I took it uip ith the Iiepartmeit .of the Interior .and the Bureau tof -Mines when -we -inserted the provision in section 1. lines -10 and 1i. which read as : fdllows: :Shall -be sulject to disposition in the form and manner :provided .by this act ito .ditizens of th "United States. or to .any association .of -such prsons. :or ito any .corporation oi.gamized undert -he laws of the United States..or of.-any-.State or Territory thereof. . .That -ought -to have been -and -should 1have contained the :pro.viso that these corporations should be composed -of .:citizens -of the United -States. !or -that the stock .should not -be .owned by aliens tover and iabove .a .certain number -or percentage. .Otherwise. under the .provisions of this illl. -.While -we are trying to. legislate 4n .behalf of the citizens. native and naturalized. of this country. inevertheless -the .corporation .might be :organized by twothirds of the aliens. or the stock may be transferred to aliens. In practically all of the provisions contained inthe ibill they could -be held -by aliens Iin this .coutry-- Japanese. -Cilnese.: and otherswithout any -restriction. As a matter 4of -fact. the. matter was -discussed in committee. .and it -was ithe idea to make effective .the provision that -was left out in -the - Culifornia -!Legislature. .that the -ownership of land should -be prohibited to corporations as vel1 as to aliens IIf those corportions -were -composed -of aliens who were ..not citizens of the country. e are i trying. tinder tile -general imining laws. to imake ithem applicable to -citizens alone.
