The bill also provides that the auditor for the Philippine Islands shall be appointed by the President of the United States. and. to some extent. therefore. shall be an independent official and shall audit the accounts of the various departments of the government of the islands. the Philippine Government. the provincial governments. and the municipal governments. While the powers of legislation generally are bestowed upon the- Philippine Legislature. there are certain restrictions upon those powers. The Philippine Legislature. can not legislate on subjects of immigration without the approval of the President of the United States. it can not legislate upon the subject of coinage without the specific approval of the President of the United States. it can not legislate upon the subject of the public domain. as affecting the alienation. of the public domain.. without the approval of the President of the United States. One or two other exceptions there may be. but except for these the whole power of legislation is given to the legislature. and that is the gist of this bill. Ther creation of this legislature. the. separation of the governor general from the legislative function. giving the veto power. the power of appointment. and. the retaining of certain powers still in the hands of American appointees of the Presidentthese. in short. are the. provisions of this bill.
