There is no law to prevent their coming. Once in Mexico it is but a step across an invisible international line from Mexico into the United States. Their crossing the line can not be wholly prevented. however strict may be our exclusion laws or the efforts of Japan under her promise to deny to her own people the right to emigrate to this country. There are Japanese veterans enough in California at this very moment to man and destroy every line of transportation from the East. thus isolating California and other Pacific Coast States. depriving them of all aid in troops or munitions of war from other portions of the country. This would. of course. do Japan no lasting good.
