Grosvenor. of Ohio. moved to strike out section 38 and insert an amendment which provided for a commission. Section 38 was the section which provided for the literacy test. Gen. Grosvenors amendment provided that a commission is hereby created. and so forth. defining the jurisdiction and authority of the commission. Mr. Watson. of Indiana. was in the chair. He was a very able parliamentarian. and his decision sustaining the amendment and overruling the point of order is found on page 9166 of the RECORD.
