Mr. Speaker. my recollection isand the Speaker himself may have a better remembrance of it than Ithat some years ago. on the immigration bill. there was reported to the House and taken under consideration a complete immigratioh bill. and some gentlemanI am not sure who. I think it was Gen. Grosvenoroffered an amendment or substitute providing for the appointment of an immigration commission. and that amendment was held in order and was voted for by the House. That amendment was held in order providing for a commis. sion. The gentleman -from California states that the amendment for a commission was offered as a substitute for the literacy test in the immigration bill. I do not recall myself. I do not recall the arguments or whether a point of order was made.
