In a letter to me of date January 20. 1915. referring to and discussing the seamens bill. makes the statement that the Pacific Mail Steamship Co. does not have to handle its Asiatic crews through interpreters. as these men understand the sea language of the officers and answer individually all orders. Irrespective of any statements to the contrary. Hence I am at a loss to know why it would be necessary for the Pacific Mail Steamship Co. to discharge their Chinese crews.
