I do not believe anyone will deny that except for the influence of the Executive the .bill would have passed this house. the veto of the President to the contrary notwithstanding. I do not believe there Is anyone on either side of the House who will assert that in his opinion the veto would have been sustained had It not been for the influence of the administration. In vetoing the immigration bill the President in his message said: Its enactment into law would undoubtedly enhance the efficiency and Improve the methods of handling the Important branch of the public service to which it relates. But candor and a sense of duty with regard to the responsibilities so clearly imposed upon me by the Constitution in matters of legislation leave me no choice but to dissent.
