This is a consolidated appropriation. Some years ago we segregated the -ajprpriatiofi for Chinese exclusion. but a .controversy arose because the entire fund was :not expended every year. Then the Immigration Service requested Congress to consolidate the $500.000 for Chinese exclusion twith the general appropriation. They said that frequently an immigration inspector at some particular place "could very !readily be assigned to a Chinese case. whereas if we maintained. a force exclusively for Chinese exclusion. it did not permit ai effective aforce as if the force could be used for that purpose. and for that reason the Chinese exclusion service Was consolidated with the general appropriation. so that the department Scan use all the employees that are necessary under this appropriation for Chinese work.
