Hawaii. and Porto Rico. At the time this report was made there was no basis upon which to submit an estimate of the operation of such a proposition if enacted into law. but the census of 1910 disclosed by nationalities the number of each in this country in that year. With that before us we are able to make an estimate at this time of how such a test as thatmight apply and what results would follow.
