I would like to read from a letter written by Mr. Oberlander. one of the superintendents of new prisons in New York. in which he states that in the city -of Buffalo within the last three years five electrocutions have occurred. and four out of the five criminals were aliens who could not read. Last year when the Colorado and the Michigan mine strikes were being investigated it was statedon this floor. and all over the country. that it was the new immigration that was causing the trouble there. One of the big mine operators In my State said to me a few years ago that the Italians were the poorest of all his laborers. I said. "Why do you employ them. then?" He said. " For the purpose of regulating the price of wages." The insane asylums of New York and other Eastern States are being filled with the very ones whom the illiteracy test would keep out.
