A similar condition is found in practically all the civilized countries of tile world: There is no reason now. as there might have been in former days. for any person in any part of the civilized world to be deprived of an educationthe best test of the true qualities of good citizenship. I ask you. sirs. in view of these changed conditions. is it asking too much that the same test be applied by this Government to those who would seek the opportunities and advantages of our land. the protection of our Government. and the society of our people as is applied to our own citizenship? There is nothing unfair or unjust in the literacy test. It will deprive none who are entitled to come from coming. it will allow those who ought to come to come. and by the adoption of such a test as is embodied in this bill the high ideals and splendid character of our people will continue to be exerted. shedding the benign influence of liberty and freedom and good government to all the nations of the world.
