The hand of toil is still necessary. The American farm boy. as has been so frequently remarked. has left the farm. has been lured to cities and towns. and we still need the hand that will work in the tilling and the cultivation of the soil. the tunneling of the mountains. the building of the railroads. the doing of the thousand and one things that are required in the development of the great resources of the land. Now. if you examine. as unquestionably the departments under you have examined. the records of tile savings banks and the other institutions of this c6untry. you will find that the Immigrants have added to the welfare and contributed to the prosperity of the land. I wish to say on behalf of the great city of New York. and on behalf of the many institutions of which I am a member and a director. that we emphatically protest against the imposition of this literacy test.
