Now. let us consider briefly the objections offered by the President in his veto message. So far as this objection is concerned. outside of the literacy test. the bill under consideration only emphasizes what is already existing law. In fact. the President says in his messagethat this bill is in many important respects admirable. well conceived. and desirable. He also says: I believe Its enactment into law would undoubtedly enhance tht. efficiency and improve the methods of -handling the Important branch of the public service to which it relates.
