New York City. I am not opposed to a liberal imamigration policy. I do not believe that a reading testis entirely fair as a measure for determining the desiralility of an immigrant. I do not believe that immigrants fleeing from religious or political persecution. should be subjected to a literary test. should such a test be enacted. It seems to me American experience is proving that the Immigration problem is a serious one chiefly for two or three reasons: First. because we have been receiving a large number of immigrants of a quality made inferior by a selfish system of class exploitation in Europe. Second. after arriving In America the Immigrants are often further exploited in industry and corrupted in politics by unscrupulous Americans. Third. this has been somewhat due to the lack of a public point of view in the leaders of industry and politics. owing to a somewhat confused and disorganized system of hostile competition in social affairs. now beginning to be corrected.
