It is to break down the law against the admission of induced and assisted Immigrants. so far as the Belgians are concerned. In the first place. I believe the amendment is a violation of the favorednation clause. If not. as has been so well said by the gentleman from Georgia . it is a violation of our neutrality. and the amendment offered by gentlemen here today. and the arguments that have been made by these gentlemen in favor of breaking it down so as to bring in other nationalities. show that that is true.
