I do not want to imperil a bill which not only my constituents but those of nearly every other southern Member on the floor of this House want to see enacted by taking a position which I believe will put it in jeopardy. and I appeal to my fellow Members from the South to think well over their vote on this amendment. This anmendment was written into the bill in the Senate on the suggestion of an enemy of the measure. All the circumstances indicate that it was not so much inspired by a desire to keep out negro immigrants as to secure the admission of undesirable immigrants from Europe. The same reasons that impel me to support this particular measure would compel me to become the supporter of a bill to keep out negroes. whether from Africa or the West Indies. But my desire to keep out negroes does not so blind me to the circumstances that surround the Burnett bill that I will help to load it with amendments that would make it certain that we would have no legislation.
