In that the officers of the Department of Justice may. in their discretion. adopt certain rules for the payment of rewards out of funds that would otherwise go into the Treasury of the United States. Therefore.. it being an amendment that. If offeredin. the House. would naturally require consideration in Committee of the Whole under Rule XX of the rules of the House. the bill must necessarily be referredi to the Committee on Immigration for consideration and not presented to the House for consideration as suggested by the. gentleman from Illinois.
