It is proposed to add as a new section the following: SEC. -. It shall be the duty.of the Department of Labor and the Department of Commerce to closely observe the industrial conditlops of the country. and if at any time It shall be the opinion of either department that the immigrants to be expected In the immediate future by reason of their number or character will materially increase the number of unemployed people of the United States or reduce our standard of compensation to wageworkers. the department which so finds or believes shall at once report the same directly to Congress. with such facts as may be at hand and such reasons as may be pertinent to the conclusions reached.
