Mr. President. the fact remains that we are holding out here a favor born of sympathy. We are reaching a hand out through the literacy test and extending it only to the people of Belgium. Of course. I can understand how the people of that country have aroused the interest of the world. but the people of Belgium are situhted. so far as their homes may. be destroyed. their property destroyed.- and their families broken up. just as the people of other parts of the war zone of Europe are situated. We extend the asylum principle through the wall of the illiteracy test to the unfortunate in one land.
