I do not think the particular immigration I speak of come to this country with tlie thought of becoming possessors of farms. I. called attention the other day in speaking on the subject to the fact that during the last 10 years we received about 5.000.000 immigrants from Russia and AustriaHungary. and yet the census of 1910 shows that of those classes less than 1 per cent were found to be mnanagers of farms or tenants. It shows that they will not come here with the i)e:pose of acquiring farns. They have not been educated to the ownership of farms. They have not the instinct of ownership or of securing ownership. So they go. as tile Senator has said. where they can live in colonies under circumstances agreeable to them and get a rate of wages that is infinitely above what they are getting at home. That is about the statement upon which I based my idea as to the causes of the movement of immigration.
