Mr. President. it seems to me that if the Senator is going to limit the amendment by the words stricken out by him he ought to strike out all after the word "war." as follows: "If it is shown to the satisfaction of the Commissioner General of Immfgration that such Belgian immigrants come prepared to become American citizens." I do not think that language ought to be in the amendment. I think. if we adopt the amendment that has been offered by the Senator from Georgia. It certainly will fall under the favorednation clause. and I believe it will mean the defeat of the amendment. That is my opinion.
