I think. this is a very vicious provision to be included in this or in any similar law. The mere fact that it is taken from the existing statute should not in *itself restrain the Senate from -striking it out at this time. Section 5 of the bill prohibits what is called the importation of contract labor. It then imposes a fine or a forfeit of $1.000 for every offense. and the offense may consist either of a specific agreement to give employment to an alien when he comes here. or it may consist in an attempt to induce or assist aliens to come here. The statute further provides that the United States Government may institute an action to recover the forfeit.
