This is not a reflection upon those people who live in the State -of Utah or elsewhere who have abandoned a practice that is now declared to be illegal. It has no application whatever to them. The bill itself proposes to exclude people who believe in polygamy. but the test in the bill is that they must admit it.. not that it shall be a fact. I am simply seeking to make it a fact provable otherwise than by the admission of the immigrant. that is all. I am very glad to hear from the Senator from Utah that there has been a conformity with the law. The Senator from Utah knows.
