So far as the Russian Jew is concerned. he needs no encomium at my hands. because he has established his meritoriousness wherever lie has hapl the slightest opportunity and has contributed tromendously to the common welfare. But it is declared that there must be some kind of a test. and that of illiteracy is as good a test as any. I would say that it is just as bhd a test as any. It Is as bad to exclude immigrants on one ground as on another. There should be no exclusion that proceeds on an arbitrary basis. If there Is to be a policy of exclusion It should proceed upon some rule of reason.
