Mr. President. the amendment as now presented is the amendment upon which the Senate has just taken a vote. except that the last clause. objections to which were so forcibly presented during the discussion of the amendment itself. is eliminated. I have only to say to the Senate that if it is our sincere purpose to permit those who are suffering from persecution to avail themselves of an exemption clause to the literacy test. it would seem that consistency and justice require that whatever the cause of the persecution. whether it be religious or political or racial. or any two of them. or the three of them combined. the fhct of the persecution itself should be the test of the application of the exemption. and not the basis of that test. Now. if we are going to be consistent. and if America is still to be the asylum of those who seek its shores as a refuge from persecution. then the amendment as presented should be accepted by. the Senate.
